A hotly debated topic is causing a stir in the heart of Bavaria: the planned introduction of a packaging tax in Freising. However, the Bavarian state government abruptly stopped the city's attempt to implement this tax. A corresponding proposal from the ÖDP was already in the starting blocks, but the rulers from Munich are not playing along. In other cities, such as Tübingen, people have already taken the step. A comprehensive packaging tax was introduced there, which makes companies pay. The discussion about this shows that the problem of packaging in our city centers is an urgent concern.

Financial burden or opportunity?

It is clear that introducing such a tax is not without challenges. Critics warn of the financial burden on companies and consumers. Christoph Hutter, the city treasurer, and city lawyer Bastian Altmann advise putting preparations for the Freising packaging tax on hold. “It makes no sense to waste resources on a lawsuit,” said Hutter. Nevertheless, there are differences in the finance committee regarding the meaning behind the tax: meeting chair Eva Bönig from the Greens expresses concerns about the interference in local self-government.

The debate about the packaging tax is captivating more and more cities. Heidelberg and Freiburg are also discussing the introduction of similar taxes. However, the clear objective remains: reducing waste and promoting reusable packaging. These aspects are particularly important for small and medium-sized companies, which feel increasingly burdened by the additional burden of bureaucratic hurdles. One study The DIHK has shown that entrepreneurs in the hospitality industry have to spend around 14 hours a week on legal requirements. That's a proud number that hardly leaves any time to breathe.

A new course for Freising?

The situation in Freising remains tense. Andreas Woelke from the IHK calls for putting pressure on the state government and joining forces with other municipalities to find a solution that both protects the environment and minimizes the financial burden on companies. The proposal to reactivate the application plans should be seriously considered, for example if the legal framework changes.

Ultimately it becomes clear that there is a lot at stake. The Freising city administration plans to closely monitor developments in the coming months. The will for an environmentally conscious solution is there, but what the path to get there looks like remains uncertain. We can only hope that the Bavarian decision-makers will find a loophole that will give Freising the chance of a sustainable packaging tax and at the same time give companies a good hand.
