Investment plan Karlskron: Mayor Kumpf relies on growth!

In the municipality of Karlskron, the signs are on change. Mayor Stefan Kumpf (CSU) presented the municipal financial planning and is optimistic about the upcoming challenges. Kumpf, who has eleven years of experience in the community leadership, emphasizes that the financial prospects for household positions often seemed more dramatic than they actually are. This is demonstrated by the banners of the treasurer Alexander Kahn, who clearly brings the current financial situation to the table. In 2023, the reserve will be reduced by one million euros to 5.25 million euros.

A central topic of financial planning is the increasing circular levy, which is to increase by 1.9 million euros to a total of 5.6 million euros in 2026. In addition, 1.9 million euros must be branched off from the asset budget in order to compensate for the administrative budget. In the coming years, loans of 3 million euros are also planned for the sewage treatment plant and 1 million euros for a new wastewater concept.

high investments and ambitious projects

Kumpf plans high investments to increase the attractiveness of Karlskron. Almost 5 million euros will be removed from the reserve in 2024 to finance new projects. Important projects that are on the agenda are the construction of a new sewage treatment plant, a village community center in Adelshausen for 2.8 million euros and the conversion of the street lighting. In addition, tree management on the main street will contribute to the renewal of the city view.

In order to secure the necessary funds for all of these projects, annual additional income of 650,000 euros or corresponding less expenditure of 400,000 euros is required. There is also a lot in motion in the income: the trade tax revenue is around 2.5 million euros, while the income tax share tends positively with 4.5 million euros. Tax adjustments are quite possible if the framework conditions adapt. However, Kahn warns that savings or increases in the income at the expense of personnel, citizens or clubs could go.

the medium -term financial planning

The planning is part of the medium-term result and financial planning, into which municipal budget planning are incorporated. In Bavaria it is common to plan four years beyond the current financial year, and an investment program must also be presented. Compared to other federal states such as North Rhine-Westphalia, planning is not finally decided in Bavaria, but remains flexible. This structure enables the municipalities to adapt to changes annually and to use the funds effectively to ensure sustainable development.

The positive development in Karlskron is also the result of intensive financial strategies that have been developed in recent years and form the basis for future projects. Kumpf is convinced that the measures to create new living space and to improve the quality of life in the community will bear fruits in the long term, especially due to the proximity to economic centers such as Airbus.

Overall, it can be seen in Karlskron that a positive perspective is possible even in financially challenging times with good management and predictive planning. Citizens may be excited to see how the implementation of the projects will develop and which contributions to the quality of life can make these measures.
