On October 22, 2025, a dramatic incident occurred in Altenerding: residents reported shots fired, which triggered a large-scale police operation. What turned out to be a tragic mistake happened during a Bundeswehr exercise in which a Bavarian police officer accidentally hit a Bundeswehr police officer. Communication problems as a risk factor

The Bavarian Interior Minister Joachim Herrmann (CSU) commented on the incident and referred to serious communication problems between the police and the Bundeswehr. He promised a comprehensive review in order to improve information channels. This view was also shared by Erding's mayor Max Gotz (CSU), who described the incident as a "communications disaster". He criticized the city's lack of information about the Marshal Power exercise, which had already left residents perplexed. The exact nature and scope of the exercise were not known to those affected.

A complex training scenario

The “Marshal Power” exercise, which involves around 500 military police and 300 civilian emergency services, was intended to improve cooperation between the police and the Bundeswehr. This exercise takes place in public and includes scenarios for the defense of a NATO member state. The incident occurred during the approach phase of the exercise, which was supposed to officially begin on October 23rd, so the police were not informed about the exercise or the presence of armed forces in Erding. This led to the tragic misinterpretation in which the police officer mistakenly perceived the soldier as a threat. Augsburger Allgemeine reported that the police received an emergency call about an armed man around 5 p.m. and then responded in large numbers without being informed about the exercise.

Investigations underway

Investigations to clarify the incident are ongoing. Both the police and the Landshut public prosecutor's office are examining the communication breakdown and the connection between the emergency call and the activities of the Bundeswehr. District Administrator Martin Bayerstorfer (CSU) described the incident as an “absolute catastrophe” and called for specific measures to avoid similar incidents in the future. The Bundeswehr Association also expressed the opinion that cooperation with local authorities needs to be practiced more intensively in order to avoid misunderstandings.
