Survey started: Senior policy in the Rhön-Grabfeld district in focus

There is a breath of fresh air in senior policy in the Rhön-Grabfeld district. On November 27, 2025, the district launched a comprehensive survey that deals with the continuation of the overall senior policy concept. The aim of this initiative is to improve the quality of life of older people and people with disabilities. The scenic region is not only popular because of its nature, but also because of its residents' connection to their homeland.

The overall senior policy concept was developed in 2018 based on a citizen survey. It primarily deals with demographic aging and bundles the needs of seniors. Over 79,400 people currently live in the district, including around 13,500 people over the age of 70, who can use their experiences to contribute valuable information to the design of the concept. This underlines the district's obligation to implement and develop such concepts, as required by Article 69 of the Act on the Implementation of Social Laws (AGSG).

The survey: A step towards improvement

For the current survey, 3,000 citizens from the target group are randomly selected. This survey, which will be carried out anonymously until January 14, 2026, asks about the respondents' wishes and needs regarding their living and living situation as well as mobility and local amenities. The results of this survey serve to update the overall concept by deriving concrete action steps that are tailored to the concerns of older people.

The specialist office for seniors and people with disabilities at the district office coordinates the survey. District Administrator Thomas Habermann and his team strongly support this project in order to enable sustainable improvements to the quality of life of the older generation. Demographic challenges and solutions

The demographic development in Germany should not be underestimated. According to the latest statistics, the number of elderly people (65 years and older) has increased from 12 million in 1991 to 19 million in 2024, with the proportion of the elderly population growing to 23% of the total population. This brings with it numerous challenges that must also be addressed in the Rhön-Grabfeld district.

In order to do justice to these changes, the overall senior policy concept focuses on strengthening the social participation of older people. This includes promoting education and civic engagement as well as adapting living arrangements. The “outpatient before inpatient” approach is being pursued, and the district is working on an appropriate integration of geriatric, nursing and hospice care offerings.

Overall, the development of the population structure shows that the discussion about the living situation of older people is more relevant than ever. The results of the survey could therefore provide valuable insights not only for the Rhön-Grabfeld district, but also for other regions and thus contribute to improving the quality of life.
