Altötting is planning to join: MVV membership could start in 2027!
Something is happening in the Altötting district: those responsible have set the course for possible entry into the Munich Transport and Tariff Association (MVV). On July 14, 2025, the district council gave the green light for an in-depth study that is intended to clarify the requirements for integration into the MVV by January 1, 2027. District Administrator Erwin Schneider (CSU) said clearly: Joining could bring numerous advantages, but also cause some costs. What are the advantages of an MVV membership? The citizens of Altötting could benefit from a uniform ticket for bus, train and subway. The MVV app also promises timetable information and an uncomplicated “MVV swipe” system for easy use. The regional planning also stipulates that the Altötting district will continue to be responsible for the transport offer, while the MVV would take over the management and the tariff structure.
Financial support from Munich
A very important point in the discussion is the financial support from the Free State of Bavaria. If accession takes place by the target date of January 1, 2027, the Free State would cover a generous 90% of the initial costs for the digital equipment and infrastructure. In addition, a large part of the shortfall in revenue from the planned 365 euro school ticket, two thirds, should also be borne by the Free State. This could significantly reduce the financial burden on the district.
Initial cost estimates show that additional costs of around 260,000 euros can be expected in the first year, with possible total costs between 500,000 and 1 million euros. Is this a good deal for citizens? This will have to be shown in the upcoming study.
Burghausen’s special role
It is interesting that Burghausen plays a special role in this discussion. As a delegated authority in urban transport, you are obliged to decide independently whether to join MVV. There are concerns here that the cheap city bus tariff in Burghausen could suffer as a result of a possible accession and this could lead to a decline in passenger numbers.
On the way to MVV membership, other cross-district movements are also making progress. The districts of Landsberg am Lech and Weilheim-Schongau joined the MVV on January 1, 2025. Garmisch-Partenkirchen was the last committee to decide to join the network on January 1, 2026, thereby expanding the existing network area by around 1,000 km² to a total of 11,365 km².
