Homelessness and its challenges
These incidents cast a shadow over the already challenging situation of homeless people in Bavaria. According to the Federal Statistical Office, homelessness occurs when a person does not have a rental or lease agreement that allows them to use an apartment. The definition also includes people in (partial) inpatient facilities or in “assisted living”. In Germany, numerous people are housed in emergency and shared accommodation as well as commercial accommodation. In 2025, new specialist information on the statistics of housed homeless people will be made available, which will include important information and legal principles. The conditions in shelters not only have a direct impact on those affected, but also on the social climate and public safety.
Recent incidents in Pfarrkirchen and Bamberg are a warning sign that additional measures are needed to ensure safety and well-being in these facilities. The local authorities are called upon to take preventative action and improve the general conditions in social institutions.
