Change at the top: Hensger takes over presidency of FFB!
Change is brewing in Fürstenfeldbruck: Ingbert Hoffmann, the president of the Bavarian Civil Service University, has begun his retirement. His farewell and the appointment of Birgit Hensger as the new president took place on July 14, 2025. This handover marks a new chapter for the university, which has been committed to public service education for over 50 years.
The university has developed significantly during this time and now offers eleven courses in six departments that can be studied at ten locations. Currently around 4,680 students and around 480 employees are part of this institution. Minister Albert Füracker surprised everyone with his words and spoke of Hoffmann's significant commitment that he has shown since May 2022 both as president and previously as head of the police department.
Birgit Hensger: An experienced successor
The new president, Birgit Hensger, brings a wealth of experience to her new position. As a lawyer, she successfully passed the second state law examination in Munich in 2005 and entered the Bavarian civil service in 2006. She then served as both a judge and a prosecutor until 2013, which gave her solid tools for her new job. Hensger has been teaching at the university since 2013 and took over the management of the legal department in 2020. Most recently, she was acting deputy to the president.
The role of the department head is complex. Hensger will have organizational, personnel and budgetary responsibility and is also a member of the audit committees. She also represents the department both externally and in internal committees. The positions of deputy department heads will be held by Walter Kral, a legal director, and Dr. Lorenz Leitmeier, a judge at the district court. The deputy bodies also represent the students, university lecturers and the State Ministry of Justice.
Tasks and responsibilities
The tasks of the department head are clearly defined. “The department head is the student’s superior during the specialist study periods,” explains Hensger. She has important responsibilities, such as participating in admissions and examination regulations and drawing up study plans. She is supported in this by the departmental conference, a collegial body that provides advice.
With Birgit Hensger at the helm, the university will continue to be successful. The combined experience of the new president and her team promises to continue the tradition of excellent training in the public service in Bavaria. The developments at the university are an exciting topic for the region, and it remains to be seen what new impulses Hensger's presidency will provide.
